They won't restore his character. He still has access to the account.

I want to know why the GM's won't give him his character back. They have records of what gets deleted, the least they could do is give him a naked 60.

This is just speculation. But given the lack of discipline handed out by the GM's on boss duplication, the not restoring items or chars that got hacked and deleted: I'm gonna go with they don't have in depth enough logging to properly prove these things happened and therefore can't make any decisions about restoration or take decisive action.
