Gadgetzan LOS abuse?

Don't know if this is abuse or not, thought I would post it.

There was a mage on top of the roof of the Gadgetzan inn. He was casting blizzard through the ceiling and into the inn below him, killing everyone inside (note that none of the people he is attacking are in his line of sight).

Safespotting on top of gadget is legal. Blizzarding people inside buildings and out of los is not

Using the blizzard on the roof to kill those inside is reportable, just make sure you have proof, or hope the GM will see him doing it.
