Solved: Reqs to craft Devilsaur armor

I am going to be a leatherworker and want to know the requirements to craft Devilsaur armor. I heard that you have to be a Tribal Leatherworker in order to learn the recipe.

Is there any validity to this? Can I instead be an Elemental Leatherworker and still craft Devilsaur armor?

I have done my research before asking here and haven't come up with anything conclusive. Thanks.
