Charging taxes in Lakeshire

Hello all!
I just wanted to get communities opinion of something happening in Lakeshire right now. There is a level 18 Paladin (Shív), charging "taxes" to people leveling. Mysteriously a level 60 Horde Warrior is there ganking people around this "Shív" character. This Horde-Warrior (Benji) has also been seen helping the Paladin (Shív) do quests by killing the mobs he tags.
After my level 19 alt was ganked, I logged on my 60 to repeatedly kill this said Warrior (Benji). After about 30 minutes a GM actually reached out to me and said they were investigating this issue. After providing the name of the lowbie-Alliance in involved, the GM said that Lakeshire is a pvp zone. He recommends organizing some Alliance to defend it, since there is no proof they are organized together.
So my question: Is this actually allowed if the characters are on separate accounts being played by different people? Obviously if it was one person responsible, this type of situation is suspendable/bannable. They are clearly organized but without a way to get actual proof, can nothing be done?
