I finished the second quest to get him icecream, and theres just nothing after that, for me anyways. Orphan has no more quests, the lady who started the quests has nothing. I remember there being more?

Pretty sure Children's Week ended after the first week of May. This might be the reason why you can't grab the quests.

On Alliance, the NPC that gives the follow-up is along the road from Darkshire to Redridge. No idea why that's the case.

I had the same issue, I handed in the ice cream quest and my orphan had no more quests for me. I thought it was because my character is only level 22 but I looked up the requirements and they are all level 10 so I should be able to receive the quests. I really want my Mr. Whiskers!

Does that prevent you from even getting the orphan whistle, or only the quests after the ice cream one? I did the quest less than a week ago but can't get past the ice cream one so I'm assuming I missed out.

If the quests are still active is there some sort of requirement I'm missing? The only thing I'm seeing is a level 10 requirement.

The quests are active, so get them while you can.

Damn, and for hordies? There is also a NPC with "children's week" quests for horde? Beside NPC in Orgrimmar Orphanage.
Still got whistle in my backpack... If I will not be able to take more quests... I'll keep that little, stinky creature as a pet.

So am I unable to get a human orphan whistle now? I can still grab quests for Children's Week from Orphans and that one guard in Duskwood but if I don't have the whistle I can't get a pet. This questline feels like it's really buggy.
