Tbh every spot that got packed mobs and not much population is perfect. I've dinged 60 via farming scropids or elementals in silithus, bats and scarlets in EPL, Fire Elementals or Dinos in Un'Goro, Satyrs in Felwood, Bears in Winterspring etc. Find something that you find beneficial for you and farm it, either for raid mats either for PvP.

BRD & LBRS both have lots of quests - you should start running 5-mans at this point (if you are able) to get your pre-raid BiS anyway...
