Let the community handle it.
That is the only way to do it. Since big chunk of ninjalooting is not actually type of that someone just steals random crap and writes "lol cya noobz" on chat and hearthstones away. Sure, that happens as well, but big chunk of ninjaing is a clusterfuck of people not understanding the definitions of loot rules, bunch of he said she said and sometimes just poorly defined, inconsistent loot rules anyway. Thus always leaving this atmosphere of plausible deniability, making it pretty much impossible to determine someone's actual share of the blame.
So if GM would come and judge all of these, it would cause tremendous amounts of needless butthurt. Since in these situations there will never be complete information. So it either becomes down to letting 99% of ninjas off the hook or start banning potentially innocent people.
Just let the guilds sort these things themselves out, as they see fit.
