If the answer is otherwise pve would be too damn easy blablabla... at the beginning pvp gear as little influence on pve just because of the small amount of players carrying it in regard to a whole raid roster.
Knowing that talents are gonna be 1.12 from the start (which is the real point about difficulty), it just make no sense at all.

Does that mean R7 R8 R10 won't be updated ? This is a nice idea to prevent any pvp scene untill ZG releases.

If I remember correctly there was actually two different sets, one was available prior to the update, and the new one was available after, so one could have both sets at the same time for being R10 once before and once after the update. R12 and R13 were replaced so one would not have to grind again / commit suicide.
