According to
this it wasn't put into the game until content patch 1.7, Nost is only on 1.5 content at the present time.

I'm on Nostalrius because of the large population, but due to that I feel like there is no way in hell I will ever win an STV Fishing Extravaganza. I'll just sit back and watch others waste time trying to win.
