And everyone should have a chance to get Benediction too, right?

It's a class quest. It's meant to be done by only Priests.

Those class quests aren't implemented on this server yet, which means the person in the screenshot used a glitch to access it and is thus breaking the rules.

I actually got to finish my druid quest without exploiting (afaik), but it didn't give me any reward.

Really? Huh. If the quest isn't even implemented, how the hell did he get it? Some kind of hack or data exploit?

That, or they simply forgot to disable certain quests, which would allow him to obtain it without doing anything sneaky.

For example, Desert Dumplings (20 Str food) aren't supposed to be in the game until AQ. I, along with a multitude of other players, did the quest with no problem at all because it wasn't disabled and were using the food until the AV patch. During that patch, the devs realized their mistake and removed Sandworm Meat from the game, deleted the recipe from our cookbooks, took out the quests, and made all existing Dumplings not work.

So the quest IS implemented, but it's not supposed to be in the game until a later patch?

Hm. wonder if the admins are going to remove this one as well. Wiki says it wasn't added until 1.7

Yes, the case is definitely developers realizing late that they do not want it yet in the game. (dumplings food)
I don't wanna be 'douche' but given what they did about desert dumplings, they should for this too, although, it probably may be more 'tricky' to reverse it, back after they do add the item on its real patch. On the same note, there is quite some content that is not on this patch, but it is available . Like darkmoon cards. (Now, i don't know for sure, were they released and not usable as here, on retail too?) Anyway, I can't help to feel unfairness, even tho I really do not care way too much.

Edit: to people not too familiar: You can do 3 quests, and 4th one (that gives final item reward) is not there. (That is, right now)

And given that very little number of people have it, this must have been the case too:
quest was unavailable -> available for some reason -> unavailable again.
