Kicking booster is REAL ?

I've played, with some friends, and met some lvl 60 kid boosting some character which was not doing anything ... just running in follow, after i focused on em and did some SS, the game disconected me and i cant connect again... but my friend is still online in the same zone ....so WTF ? O.o should i report it ?

Boosting is legal, unless the guy is dualboxing from the same IP, playing 2 characters at once, which is not legal.
