Am I allowed to play on lets say an alliance character and be logged on my horde toon just to chat with friends?

According to the terms of use which can be found at https://forum.nostalrius.org/viewtopic.php?f=2&t=8, your suggested behavior should normally be tolerated.

As long as you aren't actively using it to gain an advantage you should be fine.
