Childrens week quest

Is this quest working, I can get the quest but it doesnt give me the whistle to summon the orphan? Is this bugged or am I missing something

As far as I know are the world events not implemented so far

Children's week was in May and will probably return next May. I have the orphan whistle on one of my characters and the reward pet "Mr. Wiggles" on two other characters.
