Tier 0.5 to Tier 1 upgrade questline

Is the questline that allows you to upgrade your dungeon set expected to appear on Nostalrius Begins server? I recall it started with "An earnest proposition" quest at Mokvar on Horde side, but I don't see that NPC present yet. What are the plans about it?

It will be added when it was released during retail, which was patch 1.10.

Tier 1 drops in MC, i think you mean Dungeon set 1 to Dungeon set 2. But i understand what your trying to say.
Dont forget to check the timeline for and estimation of when new content will come.
