The quest 'A Different Approach' in Freewind Wost, TN

In his guide, Joanas from joanasworld.com says that you need to pick up that quest in Freewind Post when you initially get there. However, I can't find that quest anywhere. Does anyone know where this NPC is?

Ok, I'm around almost in that zone, using the same guide, let em see what can i find.

That quest was introduced in patch 2.0.1, we are in patch 1.4, so the quest doesn't exist for us :)

Joana wrote his* guide by patch 2.3.

You can see that in the page were he refers to Silitus says what patch he was.

We are in 1.6 now.
Joana advertises that guide to be used for vanilla servers, but in many cases a quest wasn't even put in the game until TBC or later. This is more prevalent in zones like Dustwallow Marsh which received a complete rework in TBC, but it happens in other places as well. I usually keep a browser tab opened to db.vanillagaming.org so I can look up quests mentioned in the guide I'm having trouble finding. If you want to learn more about a particular quest you can usually find it on wowwiki.com (usually tells you when it was released.)
There's an addon called Joana's Atlas Guide but I've never used it so I'm not sure if how much it was vetted for stuff like this.
