could we pay $$ to have the Bind on Equip gear moved from alliance to horde? As punishment having to relevel?

The exact answer to your question (when comprehended correctly): Yes they CAN, but they just won't (just like it never happened on Retail.)

Hey when I rolled alliance I too became very saddened at how shitty the Alliance is.
Its understandable that you want to get away from that cancerous community but sadly its not possible
