Summon more ziggurat just did this quest in silithus. I watched them do it. Turning it in starts a script that begins the AQ effort. The quest is not supposed to be in the game yet. You can currently get the quest without doing about half of the pre-req quests, which are also not supposed to be in the game yet.

edit: they're also fuckboys for not letting me join because "russians only"
