Hey, just wondering where I should report players breaking the rules? On this forums? (where?)
In game ticket?

And does GMs actually do anything about reports? or should I just stop bothering?

please make an in-game ticket in which you explain the issue. Attaching screenshots for evidence is a good practice. Click the red question mark -> Stuck -> Still stuck, page a GM

We read every ticket and then take appropriate action as per our terms of use.
