So I kinda want to play vanilla but I'm probably limited to at max 4 hours to play a day, which is why im leaning toward wotlk. With probably 2-4 hours a week day and weekends could be no time or alot of time, do you think vanilla would be viable to play to PVP and PVE and end game?

Four hours is fine. From my impression of you, it seems you think four hours is nothing and you have to quit your day job just to support yourself on here. No, you're fine.

What do you think the max PVP rank I could get would be?

Depends if you're pure PvP after hitting 60. Probably a easy 8-9th rank. It'll take time, but it's doable. If you're really after PvP BGs, and not world ganking PvP. You should probably roll on the PvE server. It's roughly almost a month old, and obtaining ranks there are a lot easier to get, due to a fresh start.
A person like myself, I don't enjoy "World PvP". I'd rather spend time in a actual BG with a goal. Let alone, I'd achieve more in BGs.

I was thinking of roling on the but I was worried the pvp wouldnt be very active, is this the case? Or is it to early to tell?

While leveling my alt druid in the 30-39 bracket. I was getting nonstop WSG pops last week. Gained over 30k Honor. While having to turn in countless Marks over unique "20" cap. It's worth testing the waters at least.

I think you'd be fine. You should just hop in and have some fun!

The average level time which varies a lot from class to class and how you're leveling, but for someone not in a hurry but still following a guide/know what to do. It would probably take between 7 and 12 days of played time, to reach level 60.
However, with 2-4 hours a day can get you far in PvP and PvE, but my estimate would be about rank 8-9 if you're purely PvP'ing.

7-12 days is a good ballpark of /played from 1-60, yeah. If you're new to Vanilla and like to loaf around instead of power leveling, you'll be closer to 12+.

Back then in vanilla I played only over the wekends and it took me a couple of months to reach the 60, that was my very first character in the game and with barely any knowledge about quests, talents etc. (10-15 days of /played time). Since I couldn't play every day I would then focus on leveling and only that until 60 and would alwys make sure to place my character inside the Innkeeper for double experience. Just my thoughts if this gives you any insight.
