Doesnt that mean it actually HELPS the enemy since it slows the enemy's attacks thus making his hits harder?

Calculated beforehand.
IE flurry and slice n dice add damage outside of procs.

Read it bud. Increases.... TIME... "BETWEEN" Attacks... TIME.... BETWEEN.

Hank The Hunter: Uses Cold Basilisk Eye on Bob The Warrior.

Bob The Warrior: Swings at Hank The Hunter. Bobs auto attacks are normally 3.8 seconds due to his slow AXE. But, with the debuff from Basilisk Eye. His auto attacks are now 3.99 aka 4.0.

why would slowing an enemies attacks make them hit harder?

Well dont slower weapons do more damage?

weapons with higher max damage deal more damage

The answer is no, the attacks won't get stronger.

Short answer:

Weapon speed is slower but weapon damage is the same => DPS is lower with the debuff
