Nostalrius Begins - Quality wow vanilla realm (1.12)

So i play on two computers. One of the computers is shit and my other computer has pretty much the best of everything in it. My shamans wind fury animation shows on my shit computer but not on my good one. anyone know why that might be? all the graphical settings on wow on my good computer are maxed

Have you tried dumping the settings to that of your shit computer?

copy your Config.wtf from WoW/WTF on the shit PC and the good one to http://www.quickdiff.com/

that will show any potential client settings that would be causing it.
