ZG enchants were added in 1.7, but idols were not in use until 1.11.

Class specific enchantments given by Zanza the Restless no longer require Arcanum (Librams) from Dire Maul. The requirements have been changed to items found within Zul'Gurub. Speak with Zanza the Restless for more information.

Its not bugged, its pre 1.11
You actually need arcanums, dolls and armor tokens from bosses

Primal Hakkari Idols will be added to the game for their intended purpose when their time comes, which is not now. This is not a bug and is intended. Bug Reports also do not belong on the forums.
