The messages for people logging in and logging out are not necessary and the person controlling world chat NEVER turns them off.

Also since world chat is controlled by a random person there is abuse of power. No one who plays on the server should be excluded from the community because of an immature channel owner.

World chat is used by every single player on the server to buy and sell items, find groups, and chat. It's private server tradition for everyone to use a global channel called 'world'.
The current system of having it controlled by some random person is makes absolutely no sense.
World chat owner is a position of power on the server. Giving it to a random person for absolutely no reason is stupid. It ensures the power will be abused.

World chat is used universally so it should be protected by the server staff.

Something could be done to mend the situation quite easily. It's reasonable to petition for it to be done.

I don't recall extra channels on retail allowing insults and/or hate speech... But then again, I've been wrong before. I don't care about it being flooded and someone being able to ban, but yes it should be checked by the mods.
