Can someone confirm if this is just a bug I'm experiencing currently regarding turning in Runecloths for Reputation at the respective Horde Quartermasters?

The quartermaster doesn't give me the Quest to turn in 60x Runecloths.

Why would you feel insulted? You have to do the earlier cloth rep quests before you can do the runecloth one. They are simply asking if you did those before trying to get the runecloth quest. If not, then you need to do them.
