Healing/Wrath suffixes don't exist?

Has anyone had an "of healing" or "shadow/frost etc wrath" green drop? I'm under the impression they're not able to drop and I'm very confused as to why.

They didn't exist pre 1.4 so it doesn't exist on the server yet.
Should come once values go back to normal (1.12).
