[PVP] Bounty Hunters suggestion

I haven't seen a thread about Bounty hunting in the front page of this section or PVP, or we could also call it headhunting. Seeing nobody ever tries to kill me, I'm assuming it's because this doesn't exist or isn't promoted (Poor little greys that I camped for a while, or that poor warrior at stonetalon peak that didn't even bother fighting back anymore)
Idea is simple, you ask other people to kill one (or a few, we'll have to put a limit to this) target(s), and offer a certain amount of money for a screenshot of the kill, you can ask for extra details, such as /spit, camping for 5 rounds, video killing him with the killer having no gear on, etc. Once someone puts on the screenshot, they get the money and the person gets removed from the bounty list until someone adds them again. The kills have to be made in world PVP, BGs don't count.
Now the issue is, how do we transfer the money securely? I remember some servers controlling that, but it ain't blizzlike so we have to find a work-around. I was thinking of the neutral AH, the one that deserves the money puts a crappy item there with price = reward + AH deposit + item price, and the one that pays buys that item. But this is a money sink, if you want to pay someone 5s, you might end up paying 20 with 15 being gone out of economy.
Other way would be to have 2 bank characters that would hold the money (one in each faction), but that implies:
1) the guy holding those characters is fair and square
2) there's about the same bounty on both sides
3) money is paid to the banker in advance (could be a good idea, but not sure people would agree to do that)
If anyone has a suggestion to solve this issue, then we could maybe set it up and get some better ganks going.
I think about 1500 people (most of the horde) already have an idea of who they'd like to see dead.
I didn't post this in PVP, because nobody ever goes there and anyone can at some point decide to go get some kills without reading that shady part of the forum.
