1) That's not the ToU.
2) "Public channels" refer to General/Trade/etc. BG chat normally isn't included but Nost staff blocked chinese/korean/etc chars there aswell (thankfully). World would probably count as public given that it is a private server staple. Say isn't considered a public channel.
