I personally did all of the available pre-quests prior to the quest fix that introduced said bug on wednesday.
When logging in on wednesday and checking for new available quests, it isn't very unlikely to expect a followup reward quest that previously was missing, especially since it was announced:

The majority of the player base sets a high value on a cheat-free server. Thus enforcing rules is necessary, however the cases have to be judged more individually.
Giving players who already completed that quest the advantage of not having to go through a small quest chain has close to zero effect on the server.
However threatening a major part of the player base with bans through inconsequently placed announcements is going to impact the server way more.
