When will the WSG epic leg pieces be added?

Currently, getting exalted with Silverwing Sentinels/Warsong Outriders gives you access only to the bracers. I was wondered why the leg pieces aren't there. I assume it's because of patch history additions. If so, what patch are they part of?

If I recall these were added in patch 1.11.

Doesn't make sense though for 1.11 PvP sets to be in-game yet rep items aren't for some reason.
