Silithus lords summoning items question.

I've been looking into summoning lords in Silithus. While searching online I found this item which should make it possible to summon a specific boss instead of a random one. Now I did the quest for it got two of these in my mailbox, but both were empty.
I have no idea if this should already be in game and looking at the first occurrence of the bag on wowwiki seems to be created on 20 July 2007 (this it TBC). I'm wondering if anyone can confirm if the items inside should/shouldn't be in the game atm.
