Is underwater breathing really supposed to work like that?

Everytime you use autorun while swimming ON TOP of the water you trigger the breathing countdown, using some abilities or even bandages will do the same thing even if you're not moving at all. Plus almost everytime i need to breath even if reach the top of the water i have to jump. The title says it all, prolly i'm just mad but it feels way more gritty than it should be.
