you can fix the census, purge your old data completely and do fresh scans on both sides, add numbers up and there you go

now click on every level and filter stuff, whisper anyone on the character list and see if they are 'bots'

or you could get some basic common sense, add the zones, take in count the 60 lvl and bam, its just something like ~45 players per level per faction and so on, but yes, there are stupid people who see a conspiracy in EVERYTHING nowadays.
