Leader of the party but "you do not belong to this instance"

I have experienced a game-breaker bug recently
as i'm a very willful pver I never give up on an instance if we whipe, i always find new members to try to clear it nomatter if there are respawns, but ther is a big problem with this server and that's when other party members leave the instance will port me nomatter if i was the leader,
i think this will be fixed because its anti-progressive behaviour ininstance will make this not worthwhile
