What happens if i miss out on raid tier?

If i reach level 60 after people have cleared the earlier tiers, will there be no groups running the older ones?
I don't want to but all that time in to reaching level cap and not get anywhere :)

There will be always atleast twinkraids who equip their alts. And at that stage of the game there will be PuGs.
On Feenix there were Naxxramas PuGs in the end... so no worries. If you are good you will be taken along. If you are bad, you will be kicked. That's it, nothing more to know. :D

And attunements isnt as horrible as in TBC where you had to attune yourself through everything. It's just the gear which will ultimately stop you from progressing if its lacking.

And even then vanilla is 80% consumables. You can raid endgame in fairly poor gear aslong as you bring some consumables.

Also a good amount of top tier raid gear(for casters anyways) comes from dungeons/ZG. Once DM is out you will be sporting the gear from their for awhile.

When new servers opened in vanilla it wasn't unusual for guilds to clear AQ40 in mostly blues, happened on Vek'nilash EU for instance.

I mean, I'm generalizing the hardest tier and dungeon in history. Maybe AQ40 was different after the nerfs, but there was only a few guilds that did it, and many more exploited the games files to complete it. Still required a little more than consumables to do it.

Hardest tier and dungeon in history? You must be kidding. Few bosses in Naxxramas were as difficult as later raid tiers. Ulduar alone shits on Naxxramas but that's way offtopic.

Chill out dude. There will be players joining the server later who will want to raid. There will be people who originally wanted to just PvP who might want to raid later. There are plenty of guilds that will eventually raid. You're not too late for anything. Relax.

Yes, but in retail almost nobody raided Naxx. So you can ignore that raid if you want and still make a correct statement.

Anyway most consumables are not even needed till Cthun. This min-maxing is somewhat a modern phenomenon .

If your gear is on par with the content you are clearing, you don;t need consumables. they are only really needed for undergeared players (like first kill progression) or for speed runs.

In retail I raided MC-BWL-AQ40 without ever using a Flask. Only our tanks used Flasks for the nice hitpoint boosts and the dps and healers only used very basic stuff like wizard oils and the most obvious elixers like Mongoose or Intellect. We never went all out on obscure Juju buffs or every single last scroll you can find, yet we were always horde first and often competed for server firsts...
