If you are planning to aoe don't get the spell that randomly freezes them cause you want them all to stay in a nice group. Get imp blizz. I think it's frostbite you might want to miss.

This is about what you should start with. The necessary basics. I'm doing it at lvl24 without arctic reach, though. Pretty much anything else is up to you.
A couple other tips:
Never take frostbite.
Blizzard can't crit.

Is this for real? You want to play a class yet you can't even read the talents and figure out what might be useful for AoEing? This isn't some crazy complex end game build. Well, I'll give you a hint, just don't take Frostbite.
