Now, the cast being interrupted if the target runs to the other way you're facing mid-cast, is normal.
But.. It looked like you were also having trouble starting to cast again shortly after turning around to face him, even if he was standing still.
That's the weird part.. Seems like some delay issue on the server calculating the player positioning? That is, if you weren't just pressing escape or a /stopcasting button macro. If not, that latter situation is strange.
