Looking for addon - Player Note/Tag

I once way this addon in a video I have no idea what the name is and the video was promptly taken down.

The player in the video rightclicked the player frame of another player and could choose between several options such as good player, bad player, nitwit etc. (the exact options I cannot remember)

Is this a well-known addon? If so what is its name?

Imo a better addon is called blacklist https://github.com/Zerf/BlackList

Foad has better features, but it doesn't have ui as i recall.
