I never said it wasn't efficient. Spam is efficient, unfortunately.
But if you feel ok to be spammed with random whisps you totally don't care about, please consider others who are annoyed by that behaviour.

If being asked to party by someone (once)

"Once"... multiply by all the people who have that "brillant" idea. That quickly add to the point of being a nuisance.
Plus, the "once" is optimistic. People who don't care about using a proper and respectfull way of contacting others tend to don't stop at once.

Frankly, you're a person I'm not interested in partying with anyway. G'day sir.

We agree on that point. So, how can we make that a reality ? With me not being spammed by you ? Actually, i have an idea. More on it on the WhoFavorites thread.

The issue arises in that /1 & /2 reach less than a third of appropriate players and /world has a wide range of content that less than 5% of is relevant to a given player.

And people tend to quite theses general channels because of the extremely poor content we can read on it. Including... spam.
So, as we quit theses, you pursue us by whisp. Do you see the problem ? Where can we hide ? ^^

My method is targetted

No it's not.
99% of theses whisps are innapropriate : i allready done that dungeon, i don't plan to do it, i'm on something else right now, i'm not in healer spec (or mood ^^), i don't have tank gear, and so on.
This is just a waste of my time.
I don't say my use of whisps is the proper use of whisps, but i feel it's supposed to be something personnal, usefull, relevant. And a random LFM is not.
