How do you use this addon? I do not see anyone in the system ever. Am I doing something wrong or is this addon derelict?

You just install it & it works, as far as I know - at least it does for me. You might have to /leave and /join the world chat channel because sometimes it's buggy.
Few people use the built-in functions to make a group anymore but it has always been (and continues to be) most useful as a way to capture all that dungeon spam from /world and saves you from having to stay glued to scrolling chat messages while you're looking for a group.
