Problem with AddOns button

That's really very curious...
If you look into \World of Warcraft\WTF\Account\<YourAccount>\Nostalrius Begins\<YourToon>
Is there an AddOns.txt file in there?
If not what happens if you create one (while exited from the game)
The format of that file is very simple

AddonName: enabled

or disabled

I am having the same issue. I have my WoW folder in the C:\Games\ folder. There is an Interface folder and an AddOns folder with the addons content in the addons folder yet nothing shows up ingame to enable anything.
