the best method (imo) would be checking if any raidmember is targeting the wanted marked mob

Any possible method to set IDs on a target locally and have something along the lines of using Unit GUID, SetRaidTarget, and RaidTargetIndex? Ever since I noticed the marks being removed when a mob is killed, I thought about it. ClassicFocus reinforced my idea even more because the target is always in focus no matter what you have targeted at the time.

unit GUID came with tbc, that's why it's impossible to do such things in classic.
ClassicFocus is just using unit Names which will fuck up if there are multiple mobs with the same name.

the best attempt I've seen was DotTimer I think, it gathered few more unitdetails to track down which of the units with the same name has which dot, but then again it is impossible to do it perfectly.

even if someone would try to adapt this concept, let's take for example AQ40 trashpacks with the 4 giant sentinals, everyone of those will return the same unitinfos you couldn't make it work.
