... it almost sounds like a frame layering issue but I don't want to start messing with frame strata if I don't need to. I could end up breaking something else.

Quest tracker cannot be moved :) going back to 2.61 version for now.

It absolutely CAN be removed.
type /questie tracker and use the EQL's tracker meanwhile. Enjoy

Not "removed"... they can't "move" the tracker. ;)

Found the bug! So sorry guys. In the "boldColors" code on the side of "false" I forgot to apply the new button widths and each button width was being set to (1) when it should have been set to (250) pixels. Yikes!

I've committed the fix to GitHub and updated the Hotfix release notes and the v2.63 zip file.

Should work now.

I can confirm too, the tracker works. But now a bug that was in older versions have returned: the "Toggle Questie" button is not embedded in the map frame as it was supposed to but it hovers above it. ( i use metamap)
Also what does the Tracker Header command actually does?

I'm having issues with Questie, my tracker wont show up and i can't toggle quests or anything. I was using 2.61 then downloaded and used 2.63 and still the tracker doesn't show up. Any idea how i get the tracker to show back up?

I'll have to download MetaMap and look into the way that MetaMap paints the Worldmap frame. It works fine if you're running Cartographer or the default Blizzard Worldmap.

"trackerList = false" is the default setting and lists quests from top to bottom. If you run /questie header it will switch on the header at the top of the QuestTracker and show you the number of quests you have in your log / max number of quests. If you run /questie trackerlist it will flip the direction and put the header at the bottom of the QuestTracker.

I'm a little bit confused as to how the level filters are supposed to work. By default both filters seem to be off, so I turn on the max level filter so that it supposedly won't show me quests that are 3 levels above my character level. However, when I enable the max level filter it just hides all my quests. Maybe I am misunderstanding how the filters are supposed to work? If you need more information to help figure this out just ask.

Generally... you are able to get quests far below the level you should be doing them at. This filter allows you to adjust that threshold. I find that 3 is a good number. This means that available quests won't appear on your maps until X levels later.

Like this quest: http://db.vanillagaming.org/?quest=147 - the requirement to obtain the quest is level 7 but most people don't do it until level 10.
