Action Bars

Playing as a feral I use the same binds for bear form or cat form, or if I'm using balance spells to kill off runners. I've tried using bongos and bongos2 but they require me to use different binds for each form, and I don't want to do this.
Some suggestions would be really helpful!

You can try Bartender2 it has modifiers for different things, for example as a rogue when I go to stealth bar1 switches to another.
