It is also commonly accepted among members of the human race that you should not punish people that have done no wrong, if you disagree with that you should probably see someone about it, and making the names unavailable for new players (not returning players that have been banned because they are terrible people that don't follow digital game rules) is absolutely unnecessary.
For arguments' sake, who are these people who have done no wrong you speak of, as it certainly isn't you. The accounts are left intact for information safekeeping and are you not aware of the insane amount of accounts? All they'd do day in, day out was free up names and store up data from violators if they'd process every infraction blizzlike.
