To answer your question, they are simply applying the rules you are supposed to have read & agreed on.
You already get a 2nd chance since you're allowed to create a new account and keep playing here.

For many this was one mistake. How many would understand that what they did could ruin the WoW economy? How many would even know what the consequences would be? Not many. Most people live in the moment and only think: "Nice many ores or herbs I can farm." Only later they realize the consequences.
Many people shall be very, very grateful and accept a temporary suspended account. I think many won't ever abuse bugs again. Too bad some will, and if they do, they should be punished very hard. But why treat those people the same as others who won't ever abuse bugs again.

I'm sure not everyone got a last warning.A last warning is given before a permanent ban.
Everybody makes mistakes. Nobody is perfect, even if you want to be. People learn from their mistakes easily, but sometimes you will need help to learn from them. On the bright side, you should forgive the people who made mistakes and let them make it right.
As long as they are willing to prove to you, they know what they did was wrong, they assure you it will never happen again, and they demonstrate it then yes. Everybody deserves a chance to prove themselves but mess up the second chance and you're done forever no 3rd chances.
