Your account is not banned. In your case, you may have trouble recovering from this, as it seems you do not have access to the E-mail necessary to resolve it. If you ARE able to regain access to the E-mail, the problem is likely the IP country lock. This is a new protection put in place to help protect accounts from being hacked, and is accessible from the password reset page.
