Cant log in on new account for some reason(complicated

Ok let me explain the whole story.

I had an account with you guys that i played for a little bit back in may i think (i don't remember to be honest) And i stopped playing.

Now i am coming back to play and i don't remember my account name or password. (THAT IS NOT THE PROBLEM)

i heard you were creating a pve server, so i tried to make a new account and password to start at level 1 but it does let me log onto wow with it.

It says "unable to connect". So i logged into the website and it said -

HELLO JUSTICEGOOD!
LAST LOGIN INFORMATION

XXXXXXXXXXXXXXXXXXX - insert IP address here.

WANT TO CHANGE YOUR ACCOUNT PASSWORD ?
Remember that you are responsible for your account security. We won't help you if your account is hacked.
You can change your password using the ingame .account password command.


I know that you can only have 3 accounts liked to your IP i think (i read it somewhere) and i was wondering if i was IP banned or something. Also i don't know how to check my IP if someone can help me, i don't know if that IP is mine or not.

Oh yea to make things worse i reinstalled the wow client to see if that fixes it and it doesn't fix it. I have no intentions of reclaiming my old account anyways. I know you can check for account name in the character folder of WTF i think, but i didn't try to look. No point in recovering that account.(with my low levels and some gold.). Can anyone help me ? i want to log on a fresh account to the wow servers, but i cant. I hope i wasn't hacked. Thanks anyways.

Ok i googled find ip for windows 8 and it should me how to do it - I open cmnd type ipconfig copy the physical address.

Any ways i wasn't hack. I logged in from my own home computer.

How come i cant log in with a fresh new account ? are all accounts IP specific ?
