Changing email address

I have been trying to change my email address for ages now, as my old email address is very old and I almost always forget it.

Could i have some information on how to get this done ?

It is actually a bit weird that this isn't possible. After all there are circumstances where people lose access to their old mail addresses. Often they learn of this in advance. But even then they are sort of screwed here?
