The account associated with character Loey on the PvP server has never been banned. You may have tried to log in with an incorrect password too many times. Wait 30 minutes to 1 hour, and try again with the correct password and account name.
If this doesn't work, you can reset your password at https://en.nostalrius.org/password. You will need your account name and the E-mail you used to register the account for this to succeed.
