Can't Make Guild

Hello. I have purchased a guild charter and I have 10 people signed it, but when I go to the guild dude to register the charter nothing happens. I have tried to change the name. Am I doing something wrong or is it a bug?

Yeah. We see this every now and then. The reason is, as dumb as it seems, the charter has to be in your original backpack, not any other bag.
